The film depicts a number of (presumably staged) events - ranging from a lost toddler being reunited with his mother to a dramatic chase after a stolen car - all in order to demonstrate the variety of work handled by the police force.
This was made as a silent film, which was not uncommon for educational films of the time, usually for reasons of economy.
